At the conclusion of the 11th Joint Permanent Commission (JPC) between the Republic of Rwanda and the Republic of Uganda, Hon. Min. Dr. Vincent Biruta of the Ministry of Foreign Affairs and International Cooperation of the Republic of Rwanda signed an MoU on Migration with Hon. Gen. David Muhoozi, Minister of State for Internal Affairs of the Republic of Uganda.
